What Does "Properly Placed" Mean?

"Also, it should be somewhat less likely that visitors can pick properly placed items up off furniture in towers now. "Should be" — hmmm!"

Hmmm... I don't want to "improperly place" anything!  Oh the Horror!

• Ideally, place items while in Decoration mode and keep them off the floor.

• I think it means dragging and dropping.  The "place" option comes up when you do this.
  
  "Properly placed" is opposed to just dropping something from the inventory option.
